The Short Answer Buyers Arrive With

It covers roughly 11,823.5 Kanal at the foothills of the Margalla Hills, laid out in blocks rather than sectors, with residential plots from 5 Marla to 2 Kanal and commercial plots along the 225-foot main boulevard. The short answer to the question most buyers arrive with: Faisal Hills holds a full No Objection Certificate from the Rawalpindi Development Authority under reference RDA/MP&TE/F-PHS-TAX-02/966, covering the approved land area rather than a partial section. That is a genuine advantage over schemes still waiting on approval, and it is why this page can talk about blocks, prices and possession without the caveats that belong on a pre-NOC project
What follows is the full picture: where the society sits, how the blocks differ, what is actually built on the ground, how the payment structure works, and where the published information disagrees with itself.

Faisal Hills Islamabad Overview

Faisal Hills is one of the larger private housing schemes in the Islamabad–Rawalpindi region and the most developed project in the Faisal Town Group portfolio after Phase 1. It sits in Zone 2 of the Islamabad region, taking its frontage directly from GT Road near the Taxila bypass, with the M-1 Motorway corridor running behind it and Multi Gardens B-17 as its nearest well-known neighbour. Two things separate it from most schemes on this stretch of GT Road. The first is that development is visibly finished in parts of the society rather than promised: the Executive Block and Block A have completed road networks, delivered possession, and families living in built houses. The second is the amount of civic and lifestyle infrastructure the developer has built inside the scheme rather than around it, from a multipurpose sports complex to a pedestrian commercial boulevard.
over 11,823 kanals of RDA-approved land, Faisal Hills stands among the largest authorized housing societies in Islamabad. The project features more than 32,000 residential and commercial plots, distributed across well-planned blocks. With its proximity to the Margalla Hills, Faisal Hills offers a peaceful environment combined with high return on investment (ROI) potential — making it ideal for families, investors, and first-time buyers.

Who Developed Faisal Hills: Chaudhry Abdul Majeed and Zedem International

Faisal Hills is developed by Zedem International (Pvt) Ltd, the company headed by Chaudhry Abdul Majeed, Chairman of Faisal Town Group. Zedem is the developer name that appears on the official NOC filings for the group’s approved schemes, including Faisal Town Phase 1 in Sector F-18 and Faisal Margalla City beside B-17.
That track record matters here in a specific way. Zedem has taken schemes through approval and into delivered possession before, and Faisal Hills is itself one of the projects that proves it. Developer history is not a substitute for checking a project’s own paperwork, but on this project the paperwork already exists.

Faisal Hills NOC & Legal Status

Is Faisal Hills RDA Approved?

Yes. Faisal Hills holds a No Objection Certificate issued by the Rawalpindi Development Authority under reference RDA/MP&TE/F-PHS-TAX-02/966, covering approximately 11,823.5 Kanal. The approval covers the scheme's land and its layout plan, and the society has appeared on RDA's approved private housing schemes record since 2016.An NOC matters because it is the only piece of evidence about a housing scheme that does not originate with the seller. Brochures, master plans and drone videos all come from the developer. An approval comes from the regulator.

Faisal Hills Noc
Verify the NOC in 5 Steps
Do this before any payment
StepWhat to doWhat you are confirming
1Search Faisal Hills on the Rawalpindi Development Authority's approved private housing schemes listThat the scheme is currently listed, with its NOC reference
2Compare the approved Kanal figure against the total area on the map you were shownThat the map does not extend beyond the approved boundary
3Ask the sales office whether the specific block containing your plot falls inside the approved layoutThat your block, not just the society, is covered
4Ask for the revision date on the block map issued to youThat you are working from a current drawing
5Get the answers in writing before any paymentA record you can refer back to
Step three is the one most buyers skip. Approvals are tied to specific land, and a society can be legitimately approved while a newly added block sits outside the approved area pending a revised submission. On a scheme that keeps adding blocks, that question is worth asking every time.

Is Faisal Hills CDA Approved? Clarifying the Confusion

No, and it does not need to be.

This is the single most common misunderstanding about Faisal Hills, so it is worth explaining properly. For comparison, Faisal Residencia in Sector E-17 does fall inside Islamabad’s jurisdiction, which is why its approval runs through CDA and not RDA.

Who regulates what

The Capital Development Authority regulates land inside Islamabad Capital Territory. The Rawalpindi Development Authority regulates private housing schemes in Rawalpindi district, which includes the Taxila belt where Faisal Hills sits.

Where the confusion comes from

The confusion comes from the society being marketed as an Islamabad-region address, which it reasonably is: it sits in Zone 2 of the Islamabad region and is closer to Islamabad’s western sectors than several schemes with Islamabad postal addresses.

Faisal Hills Location & Map

Location: GT Road, Taxila, Zone 2 Islamabad

Faisal Hills has direct frontage on the Grand Trunk Road (N-5) near the Taxila bypass, in Zone 2 of the Islamabad region, at the foothills of the Margalla Hills. The site occupies the corridor between GT Road and the M-1 Motorway. The immediate neighbourhood is well established rather than empty ground. Multi Gardens B-17, Hill View Housing Scheme, New City Phase 2 and Taxila city are all close by, along with HITEC University Taxila, Taxila Museum and the Heavy Mechanical Complex. Faisal Margalla City, from the same developer, sits on the same GT Road corridor beside B-17.One practical point that comes up often in buyer questions: the elevation. Faisal Hills is built on rising ground against the Margalla foothills, which is why parts of Block B and the Hill View area carry direct hill views. It also means the weather here runs slightly cooler and greener than the flat Rawalpindi plain in summer, though it sits in the same broad climate zone as Islamabad and is not a hill station.

Distance from Islamabad, Rawalpindi and the Airport

Published drive times for Faisal Hills vary widely between sources, and the gaps are large enough that you should not plan around them without checking yourself.

Directions to Faisal Hills

From Islamabad

Take Margalla Avenue west, or Srinagar Highway to GT Road, and continue past Tarnol towards Taxila. The society's main gate is signposted on GT Road before the Taxila bypass.

From Rawalpindi

Head towards GT Road via the Rawalpindi–Kohat Road (N-80) or the M-1, then follow GT Road north-west past B-17 and Faisal Margalla City.

From the airport

Join the M-1 or take the Sangjani route onto GT Road and continue towards Taxila.

If it is your first visit, call the office before you set off. Internal access routes change as new blocks and boulevards open, and a two-minute call saves a wasted trip.

Faisal Hills Map : Blocks, Boulevard and Plot Numbering

The Faisal Hills map is the society’s approved layout plan. It shows the block boundaries, the 225-foot main boulevard that runs through the scheme, the internal road grid, and where the commercial, civic and green areas sit. Before you buy, it is the one document that tells you exactly where your plot physically sits.Three versions circulate, and buyers frequently ask for one when they need another:
DocumentWhat it showsWhen you need it
Location mapWhere the society sits on GT Road relative to Islamabad, Rawalpindi and TaxilaDeciding whether the commute works before you look at plots
Master planThe full scaled layout of blocks, roads, plot divisions and land useChoosing a block and understanding road frontage
Block mapA zoomed section covering one block, with legible street and plot numbersConfirming a specific plot before payment or transfer
The version searched for as the Faisal Hills e-map is usually just a digital or PDF copy of the master plan or a block map. There is no separate document by that name.

A warning about downloads

Faisal Hills map PDFs circulate widely across marketing sites and WhatsApp groups, and many are years out of date. A copy from 2022 will not show Block D in its current form and will not show blocks released since. For casual research that is fine. For a payment decision, request the current block map from the sales office and check its revision date.

Faisal Hills Plot Sizes & Prices

Faisal Hills is laid out in blocks rather than sectors, and their position relative to the GT Road entrance is the biggest single driver of how they differ in price and development stage. Here is where each one actually stands.

On prices

Rates in Faisal Hills move frequently and differ sharply between blocks, and this page does not publish a figure we cannot trace to an official Faisal Town rate sheet. Industry listings during 2026 put the range across the society roughly between PKR 40 lakh and PKR 3.5 crore depending on block, size and category, but treat that as a market observation rather than a quote. For an actual number, ask the office for the current rate sheet for the specific block and size you want. That sheet is dated, and a dated sheet is the only price worth acting on.

Commercial Plots

Commercial plots are distributed across every block, with the heaviest concentrations in Block C (around 815 plots) and the Executive Block (around 504 plots). Commercial land in Faisal Hills sits along the 225-foot main boulevard, the internal commercial strips within each block, and the downtown area around Hill Walk.Commercial pricing works differently from residential. Two plots of identical size can carry very different values depending on which road they front, how much footfall the surrounding block already generates, and the permitted building height. The Executive Block commands the highest commercial rates in the society precisely because it is already populated, while Block C offers lower entry against a longer wait for footfall.

Landmarks & Attractions in Faisal Hills

Hill Walk

Hill Walk is a pedestrian commercial boulevard built on elevated ground near the society's downtown area, close to the main GT Road entrance. It is designed around wide walking streets lined with shops, cafés and restaurants, leading up to mixed-use buildings with apartments above the commercial floors, drawing on the retail-street model rather than the enclosed-plaza model common in Pakistani schemes.
