For tax year 2026-27, filers pay a flat 1.25% advance tax when buying property and a flat 2.75% when selling it. The rates were set by the Finance Act 2026 and apply from 1 July 2026. Non-filers still pay far more: 11.5% on sales and between 10.5% and 18.5% on purchases, depending on value.
This report covers only the two transfer taxes collected by FBR, Sections 236K and 236C, and shows what they mean for a Faisal Town Phase 2 buyer or seller.
What Happened?
The federal government approved new advance tax rates on property transactions as part of the Finance Bill 2026-27, ProPakistani reported on 23 June 2026. KPMG Taseer Hadi’s brief of the enacted Finance Act 2026 confirms a single 2.75% rate under Section 236C and a single 1.25% rate under Section 236K, regardless of property value. The Act also removed the separate higher rates for late filers.
Details of the Rates
| Section | Who pays | Filer (ATL) | Non-filer |
| 236K | Buyer | 1.25% | 10.5% to 18.5% |
| 236C | Seller | 2.75% | 11.5% |
Figures are from the Trustpoint withholding tax card for 2026-27 and the KPMG brief. The non-filer purchase rate rises with property value; the exact value bands are set out in the First Schedule of the Act.
Effective Date
The new rates apply from 1 July 2026, the start of the 2026-27 fiscal year.
Who Will Be Affected?
Every buyer and seller of immovable property, including plot files and balloted plots in Faisal Town Phase 2. Filer status is now the biggest single factor in the tax bill, much more than plot size.
Implications for Faisal Town Phase 2 Buyers and Sellers
The difference between filer and non-filer is large. On an illustrative Rs10 million transaction:
| Party | Filer | Non-filer |
| Buyer (236K) | Rs125,000 | Rs1,050,000 or more |
| Seller (236C) | Rs275,000 | Rs1,150,000 |
These are examples only. Your actual tax depends on the value used at transfer and your status on the day.
The advance taxes are only part of the cost. Society transfer charges, stamp duty and registration are separate, so build them into your budget alongside the Faisal Town Phase 2 payment plan. For a full breakdown of charges on a plot, see the total plot cost guide, and for the paperwork, see how to transfer a plot file.

What Is Still Unconfirmed
- The exact value bands for the non-filer 236K rate should be checked against the First Schedule or with FBR.
- Whether a society collects 236K separately on each installment payment should be confirmed in writing with the developer’s office.
