Faisal Hills is developed by Zedem International (Pvt) Ltd, the company headed by Chaudhry Abdul Majeed, Chairman of Faisal Town Group. Zedem is the developer name that appears on the official NOC filings for the group’s approved schemes, including Faisal Town Phase 1 in Sector F-18 and Faisal Margalla City beside B-17.
That track record matters here in a specific way. Zedem has taken schemes through approval and into delivered possession before, and Faisal Hills is itself one of the projects that proves it. Developer history is not a substitute for checking a project’s own paperwork, but on this project the paperwork already exists.

Is Faisal Hills Right for You?

Not every buyer should be looking at the same block here, and some should not be looking at Faisal Hills at all. Buyers who want to build now belong in the Executive Block or Block A, where possession is granted and neighbours already exist. Buyers with cash but no urgency get more land per rupee in Block D or Block B Extension. 

Buyers who need a payment runway rather than a lump sum have one real option, Prime Block, which is the block currently sold on an instalment schedule. Executive Block

The Executive Block sits nearest the main GT Road entrance and functions as the society’s civic and commercial core. It is the most developed and most populated part of Faisal Hills: main road and internal roads are complete, possession has been granted, and families are living there.
Who it suits: commercial buyers, anyone wanting an established address with existing neighbours, and buyers who want to build now rather than wait.

Block A

Block A adjoins the Executive and Prime areas and is reached off the 225-foot main boulevard, which runs through it fully completed. Internal roads are finished and possession has been granted across most sectors.
Who it suits: buyers who want a settled surrounding with fast boulevard access, and anyone looking for the larger plot categories.

Block B

Block B is the largest block by plot count, with the widest mix of sizes and the strongest resale activity in the society. Land levelling and plot marking are complete, and roads, parks and mosques are being built out, with possession available in many sectors.
Practical advantage: both end users and resale-focused buyers concentrate here — and a block with active resale is a block you can exit.

Block B1 Extension

Block B Extension, sometimes written as Block B1 Extension, is the expansion area attached to Block B. It is at an earlier stage than the main block, with infrastructure being laid and a mosque, park and green spaces included in the layout.
Before you visit: ask the office for the B Extension block map specifically — it is often not included in older copies of the master plan.

Block C

Block C is positioned toward the M-1 Motorway side of the scheme and is the largest block by residential plot count, at roughly 8,349 residential and 815 commercial plots. Its main boulevard and internal roads are complete, plot cutting is done, and a petrol station is operational within the block.
Who it suits: family buyers and anyone looking at 5 Marla.

Block D

Block D runs along the motorway side of the scheme, furthest from the GT Road gate. It has moved from planning into active construction, with 100-foot main roads and underground utility systems completed, possession available in developed sectors, and residents already building.
Who it suits: being the furthest block from the entrance, Block D carries entry-level pricing and suits buyers with longer holding periods.

Prime Block

Prime Block is the newest premium category block, positioned at the main entrance of Faisal Hills on GT Road near Taxila Chowk, adjacent to the already-developed Block A and directly served by the 225-foot main boulevard.

Yes. Faisal Hills holds a No Objection Certificate issued by the Rawalpindi Development Authority under reference RDA/MP&TE/F-PHS-TAX-02/966, covering approximately 11,823.5 Kanal. The approval covers the scheme's land and its layout plan, and the society has appeared on RDA's approved private housing schemes record since 2016.An NOC matters because it is the only piece of evidence about a housing scheme that does not originate with the seller. Brochures, master plans and drone videos all come from the developer. An approval comes from the regulator.

Is Faisal Hills CDA Approved? Clarifying the Confusion

No, and it does not need to be.

This is the single most common misunderstanding about Faisal Hills, so it is worth explaining properly.For comparison, Faisal Residencia in Sector E-17 does fall inside Islamabad’s jurisdiction, which is why its approval runs through CDA and not RDA.

Who regulates what

The Capital Development Authority regulates land inside Islamabad Capital Territory. The Rawalpindi Development Authority regulates private housing schemes in Rawalpindi district, which includes the Taxila belt where Faisal Hills sits.

Where the confusion comes from

The confusion comes from the society being marketed as an Islamabad-region address, which it reasonably is: it sits in Zone 2 of the Islamabad region and is closer to Islamabad’s western sectors than several schemes with Islamabad postal addresses.

An established neighbourhood, not empty ground

Multi Gardens B-17, Hill View Housing Scheme, New City Phase 2 and Taxila city are all close by, along with HITEC University Taxila, Taxila Museum and the Heavy Mechanical Complex. Faisal Margalla City, from the same developer, sits on the same GT Road corridor beside B-17.One practical point that comes up often in buyer questions: the elevation. Faisal Hills is built on rising ground against the Margalla foothills, which is why parts of Block B and the Hill View area carry direct hill views. It also means the weather here runs slightly cooler and greener than the flat Rawalpindi plain in summer — though it sits in the same broad climate zone as Islamabad and is not a hill station.

This is the part of Faisal Hills that genuinely separates it from other schemes on the GT Road corridor.

Hill Walk

Hill Walk is a pedestrian commercial boulevard built on elevated ground near the society’s downtown area, close to the main GT Road entrance. It is designed around wide walking streets lined with shops, cafés and restaurants, leading up to mixed-use buildings with apartments above the commercial floors — drawing on the retail-street model rather than the enclosed-plaza model common in Pakistani schemes.Its own RDA clearance was confirmed in February 2026, on top of the society’s existing approval.

Faisal Jewel

Faisal Jewel is a 26-storey mixed-use tower under construction in the Executive Block on the GT Road side. It is built as two connected towers — one dedicated to a four-star Hilton hotel and the other holding residential apartments and commercial shops, with a food court planned on the fourth floor.

Industry listings during 2026 put the range across the society roughly between PKR 40 lakh and PKR 3.5 crore depending on block, size and category, but treat that as a market observation rather than a quote.For an actual number, ask the office for the current rate sheet for the specific block and size you want.
